Responding to an offer asking for you to call a phone # to make payment arrangements

Is it normal for a buyer to make an offer $1 over your asking price, then ask you to call a phone number to make payment arrangements when you have specified

PayPal as your method of payment? This does not "feel" right to me, but I am relatively new and have not had experience with an offer before. I am under the impression that contacting someone by phone (which puts you outside of Ebay) is not an acceptable practice.

it's a scam attempt, preying on newer sellers.  Do not respond or do anything at all.
