Currently I have my auctions and/or sales set up that I don't do anything overseas. Filling out paperwork for overseas is just a plain old drag. I'm more than happy to stay within my own lower 48. I always add that to my listings. Now I discover a new phenomenon where buyers from China and Korea etc. are listed in their home country and asking for orders to be sent to secondary shippers here in the lower 48. That's not the end of the world but I am getting charged an additional 1.65% for the fees on the "foreign" money. I don't feel that I as a seller should be held responsible for that. It's already a hit that my average fees are 12.5%. How do you get the buyer to pay those fees?

You don't. You can't block these buyers, and there is no way to charge them the added fee, unless you add a handling charge to the shipping, which would be charged to any buyer.
