New Top Rated Seller Requirements

Is anyone else unhappy about the timing of these changes?  I have been a top rated seller for 2 years or so and am about to lose that status because of "On Time Shipments" through the holidays.  There were several days that my post office was so busy that they did not pick up my packages even though I requested pick up during the alloted time.  I think that these changes could have waited until the next review period.
