MC0199 Issues

I was a few days late paying $15 in selling fees while hospitalized. I have paid I  full and spoken to 3 different nice ebay phone reps who finally told me my account was in good standing but I needed to reply directly to the MC0199 message and state that I have satisfied their conditions and they will reinstate my selling privileges .

I was promised by 3 reps I  could now sell but my account was still restricted.

It has been 48 hours and I've received no reply. Please help!
