Listing restricted to only one buyer

Where is the policy that  a Buy It Now listing cannot be restricted to a specific buyer? As in, "This private listing is for Kim only." Thank you in advance!

@rogerbrb  Because ebay is an open market place you can't really list that way.  

The few times I sold an item to specific buyer I listed the item as buy it now with a price at least $100 over the normal asking price, then put best offer on it.  That way when the buyer that I was trying to sell to made an offe and I could accept their offer and reject the others.   

I only did this because they were buying other items and wanted to combine shipping..
