How Long does it take from when I hit bid on my laptop to win my bet is actually posted on eBay?

and, does eBay ever add time to the end of the auctions? For example, let's say two people hit the send button at exactly the same time and their bids were for the same dollar amount were the winning bids...both entered with 2 seconds left and there is no other bid thereafter.
