Last second bidding.

I watched an auction the other night( I did not bid).  The add said the auction would end at 21:00 hours PDT. Bidder "X" bid  when there was 7 seconds left. He was the higest bider. Then another bider, "Y" put in a higher bid at 21:00:33 PDT. His bid was accepted! Why was this ??? After it was over ,it said the auction ended at 21:00:46 or so. If bidder"Y" was alloud to bid after the "advertised" end. Should not bidder"X" have been alloud to counter bid!!! If the ad does not, or can not give us the exact time when biding is closed, then who bids last becomes a random matter of chance. It is no longer a true aucton !!! ,,,Conserned,,Anthony.
