Item purchased was counterfeit, seller gave refund, wants 5 star rating

I'll try to make this short.

 

I bought some batteries that were supposed to be a certain model (of which I own many).  It turned out that they were not what they were advertized to be, so I requested a refund.  After a few messages back and forth (they never disputed my claim that they were counterfeit), they gave me a full refund.  I was willing to send them back (at my expense for shipping), but they said they would rather I gave them a 5 star rating.

 

Is this legal, per eBay's rules?  I don't feel that I should be leaving 5 stars to someone who makes false claims in their ad.  I got my money back, but I don't want to "pass the buck" to the next poor sucker that is trying to by something as specific as me.  Also, the claims they make could cause the battery to be used in a situation that is unsafe (as in: explosive).
