I have not received an item or a refund from an order 6 weeks ago. I’ve been a loyal eBay user for 20 years. I keep getting sent In circles trying to resolve the issue online. Where do I go go help? Is there a real customer service number or has eBay resorted to the FU approach?

You may be too late. You have 30 days passed the estimated delivery date to open a case, so hopefully you have not let that deadline pass.
When it's past the estimated delivery date shown in your Purchase History, use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
