How do I ALLOW OFFERS on an Auction Style Listing?

Ebay sent a special offer out this week, good through March 26th.

This special offer sent to selected ebay Top Rated sellers only.

What I do not understand in how do you allow offers on Auctions?

I'm not one to read hundreds of articles, but I thought I had a pretty good understanding of how Fixed Price (which allows BEST Offers) and Auctions which can start at any price and have a Buy It Now price as well.

However, this special offer seems to be an exception:

What is the Promotion?
Invited sellers ("Sellers") who activate the offer, and, pursuant to the terms and conditions set forth herein, list in the auction-style format during the Promotion Period, will receive a 25% discount on final value fees on up to 100 Qualifying Listings* ("the Promotion").

*Qualifying Listings are limited to the following conditions:
1. Item(s) must be listed or in the auction-style format.
2. Item(s) must be listed with the option to "Allow offers".

I have searched for this "Allow Offers" option and dont see it. Is it something new? Do I need to enable a listing option somewhere in selling preferences?  Anyone that has a clue, please reply. Your help and advice is appreciated!
