False unpaid item claim ?

Seller is unhappy with the auction price ....buyer sends payment ...seller refuses payment ( after 5 dyas of "processing "  has email that "no longer works " ) opens "unpoaid item case" against buyer who has attempted to pay but was refused by seller ...seller tells buyer he "will send an invoice ..." and to " cancel the payment" buyer made ( buyer actually paid on day of sale ..cancelled that 5 days later at seller request and sent a second payment also rejcted by seller ) buyer cancels second payment and seller then ignores requests for the invoice and does not close the false unpiad item case ...the system says seller will get credit for the unpaid item ...but he is not being truthful in the system and seller did all he could and is being falsely accused ...ebay  says the "strike " on the buyer ( false ) will be removed ...but has no consequences for the seller who has not been truthfui with the seller or ebay beside very short negative feedback  ?
