Excuses of out of stock after purchase

When buying an item from a seller who has listed the item and claims to have (2) two available, you purchase the amount available, but only recieve (1) instead of the (2) purchased, the seller claims to be out of stock, refunds partial money and then lists the (1) item for 10 times the amount, that you thought was supposedly out of stock. 

For example:

I list on eBay claimg (2) of the same items are available, you purchase them both for $6.00 each,  then, I send (1) of them to you in a box. You want to know where the (2nd) item is, and I tell you sorry we are out of stock, we refund partial of your purchase. 

The claim is ( 2 ) initially according to the listing, how can a person list (2) available, ship one (1) after purchasing two (2), receive  only send (1) then be told out of stock, but then list that identical item for $54, and claim it was out of stock to you?

 

That's basically listing something that is physically not available.
