Ebay's shipping rate is wrong

Hello Why does Ebay charge Canadia buyers (international from the US)  for a 2 lb 12oz packge $13.12. USPS rates are $24.50, the listing 152076785933 shipping calculator shows $24.50, and the listing has package as a mailer size. This is a continues problem. I found no source where the $13.12 came from.
