Ebay demanding payment twice

I signed the charity up to fundraise. We sold 10 items. Then the fun (or Ebay greed) starts. The buyers paid quickly. Next Ebay withdrew the same sales amount from the charity bank account (they had to be linked to supposedly RECEIVE DONATED PROCEEDS). There have been no transfers of funds into the charity, only withdrarals from the charity bank account. The charity has lost $600+ plus from the sales and the duplicate withdrawels that have already taken place, some $256. 

Paypal Ebay stopped access to the charity bank account to protect the charity. 

Now Ebay is threatening the charity because we are protecting it from further double dipping.

I spent 3 1/2 hours yesterday trying to get them to correct double dipping of funds. Mostly, they denied it was happening. When I spoke with the last agent and screen printed the withdrawal order from Paypal to the charity bank account, the agent said he didn't understand and would escalate the problem.

Today's response is the threatening email.

Does anyone know where the victim should go for third party intervention to resolve this?
