Customer Service on ebay.com, the USA site, is only for members located in the USA and Canada, between the hours of 5am-10pm Pacific Time. Click on HELP & CONTACT at the top right corner of most screens. Work through the questions. At the end you can either send a message or use the Call Me option.

If you aren't able to reach a live Agent using those contact steps, you can also reach eBay CS in social media, if you're on Facebook or Twitter. They have a really good team there (and they're actually human).
Only use the Private DM or PM messaging - don't post your account info publicly.
Give them your User ID, real name/address, email attached to your account, Item or Case# or whatever your concern is. They will usually respond in a day or two, depending on the issue.
