Seller says she shipped an item with a tracking number that is NOT a legal tracking number
and the postal service says they cannot track or help me with this item until a legal number is provided. I think this is a scam and the seller gave this number because she knows there is
any way to check the status of this item. I’ve told her about this problem and she hasn’t responded. No one answered for USPS and EBay doesn’t correspond either, what a scam.

@mcabry Is your item late arriving or does the bad tracking number say it was delivered?
If it is late arriving and the tracking doesn't show delivery then you can file a not received refund request.
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late.
You have 30 days from the last estimated delivery date to file a refund request on eBay.
