Combined invoice for global shipping

We have sold three items to a buyer in Australia.  When we attempt to send an invoice, we're getting a message that we can't send an invoice because we're using Global Shipping.  Is it not possible to combine several items on the same invoice for an international buyer?  I know we've done it in the past.  Have the rules changed, or is this specific to Australia?
