Ebay allows four days for payment to the minute. Ebay sends the Buyer multiple reminders to pay so there is no need for you to contact the Buyer. 

Once four days exactly has passed without payment, you can cancel for "Buyer didn't pay". Only then can you relist the item. Your account will not be affected if you cancel for nonpayment.
