Can't remove shipping charges on an invoice

I think eBay may have a glitch this morning.  I agreed to offer free shipping on an item but when I go to the invoice and click on the shipping charges, nothing happens.  For a split second I can see the drop down box offering various shipping methods but then it disappears before I can click on an option.

Any idea what's going on or how to work around this issue until eBay fixes it?
