Buyers scamming the Local Pickup

I've had 3 of 4 total sales on an item where the buyer intentially picks "Local Pickup" eventhough they are in WV, PA, or WA while I am in Texas in order to AVOID paying shipping charges.  The actually shipping charges are twice what I sell the item for because of the size of the box.  Then the buyers insists I send the item for free because I offer Local Pickup.  I tell them they need to pick it up and they tell me they have no intention of picking the item.

The whole thing is broken because of EBay and they don't help and basically I'm screwed.

What am I supposed to do?
