April Promoted Listing Fees

I used promoted listings for my items in April because the seller update says top rated sellers receive a $30 credit towards them. I just received my April invoice and it is charging me for the promoted listings and not using the $30 credit. I called ebay about this and they say the credit will be applied on your May invoice. This confuses me because it runs contrary to what other representatives said in that I would see the credit on my April invoice. I don't know if I can believe the reps anymore and wonder what happened to the $30 credit.
