Hi I have a situation where I bought from a Seller and the Seller provided 2 different tracking #'s
1 from China and 1 from the US
The purchase was a scam- Bogus tracking # that said item was delivered. It never was.
Appeal closed out because Ebay said it was delivered. Ebay's money back guarantee is not really a guarantee when a Seller can Manipulate the Tracking System. Any Idea If anything else can be done?
Or do I just eat it and never use Ebay again.

If the seller gives a tracking number that shows delivery to your zipcode/city, the burden of proof shifts to you to prove that the item was not delivered to your address. It is not enough to say "I didn't get it." You need documentation from the carrier that it was not delivered to the shipping address you gave when you paid (e.g. was not delivered at all or delivered to some other location--which need not be specified due to privacy concerns, it is enough that the carrier writes that it was not to Yournumber Yourstreet, Yourcity, Yourstate Yourzip)
