Do you mean an auction? If there are any bids when the auction ends, then no, unless the auction has an unmet reserve.

If there are no bids an auction can end and be relisted.

If the auction has a reserve that is not met, it can be relisted even if there are bids since there is no winner.

Are you confusing bids and offers?  An OFFER expires in 24 hours or less.  The AUCTION LISTING that it is an option on will continue until x days (the stated "duration") to the second after it starts (unless something happens to end it earlier, like an offer being accepted or the seller ending the listing manually) and not a second longer.

If you mean you saw the endtime on an auction and then looked for it again and saw  another endtime, I suspect you were looking at a different auction (likely a relisting of the first).
