Why the partial cancel (G P O) catching the pair at the bottom center?
My guess is that it was Luxembourg's way of preventing their postal use.
Sort of their way of saying, "We've got all your money, and you can't use the stamps it as postage."
I noticed this on a few other stamps from about the same time period.
