i do not see anything like it on google or Ebay 

i thought that it might be a flower block or a statue stand but then why the holes ??

the porcelainmarksandmore website does not give a date for this mark but I believe mid-20th century is a safe guess

It is a floral frog, I believe.  It holds the stems in a flower arrangement.
