Does eBay Standard International Delivery allow combined shipping? If an international buyer purchases 2 different items, can they be combined and shipped together, unlike the GSP?

Thanks for the great questions, and your patience.
I'll try to clarify combined shipping for both Pre-Sale and Post-Sale.
Pre-Sale - when listing with eBay international standard delivery, sellers may configure combine shipping policies to apply as they normally would on their account. These preference can be set here under "allow combine payments and shipping"
Post-Sale - when using eBay labels, orders to the same buyer and address may be combined into a single shipment for eBay international standard delivery. This is most easily facilitated through bulk label printing.
We have noticed that our help page doesn't reflect this accurately, and are in the process of updating the page with the correct information. Thanks for your patience while we update that content.

Thanks for inquiring about combined shipping for eBay international standard delivery. With this new shipping service, sellers should not combine multiple orders into one shipment. Each order purchased with eBay international standard delivery needs to be packaged and sent separately. More information about this new service can be found in the link below.

This is not a new shipping service. It's been around since 2013. Since its inception a seller has never been able to combine GSP shipping.

Let's make sure we're talking about the same thing.
There is something called eBay International Standard Delivery AKA GSP. When you opt in GSP eBay calculates the International shipping method and cost and you ship the item to the shipping center. You can't combine. The buyer has no additional fees due at delivery like there could be if the seller ships directly to the buyer.
When the seller has opted out of GSP because the seller wants to ship directly to the International buyer they're allowed to combine shipping for packages going to the same buyer.
When the seller sets up the International shipping cost when they make the listing, the shipping choice after they set up Domestic shipping is also called eBay International Standard Delivery! The seller then chooses First Class, Priority or Express from the drop down list of shipping methods. And can further select types of packaging.
If you are not opted in GSP the buyer can request a total and you can give them a combined shipping cost.

Allow me to clarify. eBay international standard delivery is not the same thing as GSP. It is a new shipping service added earlier this year for US sellers. It is intended as an economically viable alternative to international services through other carries like USPS, FedEx, and UPS. For sellers who don't use GSP, they will see the new shipping service when purchasing their label on site.
While the process of shipping the package has similarities to GSP, they are in fact different. One key example has to do with the duties:
-eBay international standard delivery is a Delivered Duties Unpaid (DDU) shipping service. This means buyers won’t pay duties and tax at checkout on eBay but may have to pay the carrier for duties and tax on delivery.
-The Global Shipping Program (GSP) is a Delivery Duties Paid (DDP) shipping program. Buyers pay duties and tax during checkout on eBay, and will not pay additional fees upon delivery. Additionally, GSP manages export compliance.
There are also limitations from being able to offer both of them for the same country. You can set up different international shipping options per buyer country, so you can offer eBay international standard delivery to some countries and offer GSP to others. However, you cannot offer both shipping options to a given country.

Just a note about the gsp and combined shipping...
Although the seller cannot combine their shipping cost to Kentucky, the gsp does combine international shipping costs and the handling charge if the buyer uses the cart.

@scene.of.the.crop thanks the info, at least got some kind of response after a week of asking! I guess I'll wait and see what happens as for reply on my questions on the thread I started i gave a link to...hope someone from ebay can clarify those concerns!
