If I get an offer for an item, should I accept it?
Is it okay to decline?

No one here can make that decision for you; we have no idea what the offer is for or if you need it. 

You don't need to do anything, after 48 hours it closes, and you can delete it.

You are not required to accept or decline any offer. You are free to choose whichever works best for you.

That is a decision you will have to make, based on the situation.  If the offer is for an amount you are willing to sell for, you can accept it, and make the sale.  If the offer is for less that are willing to accept, you can decline it, or you can make a counter offer.
