I agree. It shows how important it is for sellers to know the rules.

Uhh? 0 feedback?
There was a time you could set that 'zero users' couldn't bid/buy. Had to have at least one good buy.
As far as i know/seen/remember that setting is still there.
As @alcoforever said, contact eBay!

Wrong. You have never been able to block ) feedback buyers or bidders.

How would someone new to eBay get "one good buy" if zero feedback buyers/bidders were blocked?

For sure you where able to once. No doubt about that. You could rule out people with zero buy's, newbs
I tend to remember seing it recently to, but that i'm far from sure.
Will look of i can find it still.

That option will block them from buying/bidding on a second item, but it won't bock them from that first purchase.

No there never was a policy like that. It would defeat the purpose of trying to bring in more buyers. Besides new buyers are extremely important to the continued success of the sellers here and the site overall. We need more buyers. For a seller to be able to block new buyers would simply go against what is best for the site overall.

You can set that new buyers can only purchase a certain number of things in a certain period of time, but you CAN NOT simply block buyers with zero FB. There has never been such a block on Ebay nor will it ever happen. Without growing the buyer base this site will not survive long term.
Click on those down arrows and you will see you can't simply block a new buyer. Look at the options. The worse you can do is block a zero FB buyer from purchasing more than 1 item from you in 10 days. That is the strictest policy you can have.
