I have purchased a vehicle have only 4 days to pay in full 

and evidently the seller is not available for another 8 days 

have no idea where to go to make final payment or how to get 

my vehicle

If you found the car on another site (Craigslist, Facebook, etc.) and the seller made reference to ebay, it's a scam. 

Do NOT send any money anywhere. (And no gift cards either!)

It looks like you bid on that car and the reserve has not yet been met.  Also, the bidding is open for another couple of days.  You have not yet won that car.

The reason you can't send payment yet is because it's an auction and it doesn't end for just short of 3 more days. 

ETA: You've placed 3 bids trying to reach the reserve but because it hasn't been met, your bids remain at the starting price.

The auction isn’t over yet so you haven’t won the car. That being said you can’t pay for something you haven’t actually bought.

It should also be noted that the rules for sales on eBay Motors differ from the rest of the site. Buyer and seller can walk away at any time, so the four day rule to pay isn't applicable. You should never pay for a car before you or your agent have inspected it. That assumes, of course, that you meet the reserve and actually win the auction.
