This seller is a crook
he takes your money but does not send item I have contacted EBAY security dept but those people just refuse to do their jobs

Why would you not simply open an item not received case in the Resolution Center, bottom of any eBay page?
After you open the case, you wait 96 hours, then return to the case and ask eBay to step in so you can be refunded.
You have 30 days after the estimated delivery date to do this with eBay and 180 days to do this with Paypal, if that's how you paid.
You really need to read the Money Back Guarantee, seen in every listing. It explains a buyer's options if/when a transaction goes wrong and is actually pretty good and useful to buyers who understand how and when to use it.

FYI, the Security Center is not the place to go when you have transaction issues. It is for problems with accounts.
If customer service will not help you, it may be because the last estimated delivery date has not yet passed. You have to wait until it has before you can open a dispute.
