I have a Buyer who started a Return, then buyer Messaged Me the Seller to say they want to Keep the Item for a $ Discount. I agree with the Refund Discount but The Return being Open seems to prevent me from issuing a Partial Refund. How To??

The buyer needs to close the return request first. Then you can issue the partial refund.
