When I'd offer partial refunds, I would type in what I want to offer, and say $10. Then it would show me 'you owe, $8.9'.
Now it says you owe the total amount.
When did this change?
It used to look like this...

Okay, I don't think the partial refund prorate has changed...
A little more digging... This is what I found, has anyone seen the FVF be labeled as 'other fees' where it wont be prorated?
I never seen this before...

I haven't done a refund in the last 2 days....it might have changed.
But you are correct about the refunds in the past 2 days ago.

In those return screenshots, is the top one (no fee credit) a not as described return and is the bottom one (fee credit) a remorse return?

They are both INAD.
I found the actual difference.
The screen shots in the second post of mine.
eBay combined the FVF + 0.4 Transaction fee = 3.69 but listed it as 'other fees'.
The partial refund system doesn't recognize it for fee credits.
Should look something like this.

Sorry to ping you on this, but can you explain why my order has the FVF and transaction fee listed as 'other fees' and not transaction fees?
You can see in post #2, and compare to the post above this.
Maybe this is normal and I'm just not understanding. Would be great if I can get some insight on this.

Hey @robbie31415 thanks for bringing this up. The FVF should still be getting a prorated credit, aside from a couple of exceptions outlined here. The exceptions haven't changed though, so I'm still not sure why this refund of yours acted the way it did. I've reached out to a couple of teams to try to get some clarification on why your fees were labeled as "other fees" on this one, and I'll be sure to pass along any responses I can!
