Egermann red cut to clear perfume bottle or?

Is this red, cut to clear Egermann item a perfume bottle or a small decanter? It also has the initials: J. C on the inside near the top. It is 5.5" tall, 2.5" across the base and 1 3/4" across the rim. I do not have the original stopper.
