Help with concrete winged sea goddess?

I know not technically PGP but am hoping someone here knows who this figure is!  She is winged, has a sea

creature type tail (like a seahorse?), and three sets of breasts!  Made of concrete.

Getting ready to do an estate sale next weekend for a friend, and this was being used as a door stop to the

work shop door.
