I received a defective item from a seller. He asked for photos of the item. He is saying that he isn’t receiving the photos in the messages and I have sent the photos 4 times. Why would he not be able to receive messages with photos?

I've had buyers not being able to receive messages with photos, they get everything without photos but the ones with are not showing up. Called eBay and they said everything was fine on their side, but they must be having issues

I would say the seller is trying to string you along for your eBay Money Back Guarantee to expire. 

Go to the resolution Center and open a case for item not as described. 

Buyers and sellers should fully understand eBays Money Back Guarantee.
