Help to ID this tiny Tyco doll

Hello everyone,

Can anyone ID this little doll please? She is approx 3" tall. Shoes are non removable. Back of head is marked Tyco 1990. 

I was actually shocked when I saw the marking because everything else that came in the same box was from the 60s and 70s. (useless info I know) lol

It's from one of the Tyco Dream Builders sets though I'm not sure which one. Like Lego for girls.
