Who is responsible for a global shipping item that is NOT delivered

I have a buyer who used the global shipping to purchase and item to be shipped to Japan. She wants me to find out why it hasn't been delivered. Am I responsible for this? It shows as being delivered to the hub in Kentucky, but no other tracking from there.

EBay is responsible. How long has it been in the Hub?

It has been there since June 9th, and it says 

• Customs Documentation and Labeling
• Erlanger, Kentucky 41025-2501
• Buyer says it was supposed to be delivered by June 26 and wants me to follow up on the tracking.
