Elephant Brooch Cancel Order No pay after 4 days, proxy?

Its been 4 days per rules I need to cancel or delete pay Ill never get? It was two strange bidders. No posts no nothing. Told me to text them. The Ebay chat guy said I dont have to. Ebay doesnt have proxies? The other persons page cant be found one of the times I tried. The I got 100.00 order for art I have posted retracted. Im fixing to pull out. This is scarey stuff. I have tried to seell on here off and on for years. Finally it looked like a breakthrough. ???? I am very upset. Now how do I cancel out and showing money I wont get before Uncle Sam finds out, lol. That I made some money I didnt make.

If the buyer has not paid by day 4, on day 5 the seller can file a Cancellation with the reason Buyer
didn't pay.  The seller gets his/her FVF credited, the buyer gets an unpaid strike recorded on his
account, no one can leave feedback.  Two or more unpaid strikes, and the buyer will find it
difficult to bid/buy from sellers who block buyers with 2 or more unpaid strikes.  Do you have
your Buyer Blocks in place?
