If the seller hasn't responded after 3 days (from the time you submitted the claim), you can ask eBay to step in. You're good.

Just wanted to clarify that you need to wait 3 business days before you can ask eBay to step in.    

If you opened the return request yesterday morning … then the link to bring eBay into will likely appear in the open return request sometime Wednesday morning.

No, 3 days after you opened the NAD (not as described) return request without a response from the seller.
