Bidder using new name with 0 feedback bid and won my item. Same bidder using a different name has 4 unpaid items in the last month. Ca I cancel this transaction?

I want to, and should be allowed to, leave NEGATIVE feedback for a buyer who does not pay. This is not a difficult software change to make, EBay. Right now, I can only leave positive feedback with a warning to other sellers when a buyer does not pay.
