get store api issue

I'm getting this error when using the GET STORE API why?

Have you created a store in the sandbox?

I went to developer programs created a user and than created  application keys (client id, client secret) in the sandbox environment. 
The store should be created from the developer program in the sandbox? or on the production website https://www.ebay.com/ ?

I went to developer programs created a user and than created  application keys (client id, client secret) in the sandbox environment. 
And than i used The authorization code grant flow and used the minted access token in the GET store Api

When playing in the sandbox, all resources must be in the sandbox. The program can not reach out of the sandbox to access production resources.
