Error in Category Listing

I am Getting The Below Error although i have submitted all the relevant documents!! Please help!

"To maintain a safe trading environment, eBay places limits on the number of categories sellers can list in. Currently, you do not have required permission to sell in this category.

If eBay says you can't list in whatever category you are trying to list in, then stop trying.

Please see the link below as the category is already listed!! then why it is not letting us to select the category.

Try listing in another category until you build up a little experience selling.

New sellers must sometimes contend with listing restrictions. See link below for eBay’s policy regarding new user selling limits. 

You may see the category you wish to list in, but currently your account is not eligible for it. But this is temporary. New sellers will get these limits raised once they have some successful sales transactions under their belt.

So—hang in there, you will be allowed to list freely once your limits are raised. Below is the policy for more information.

What category are you trying to list in?  For example, digitally delivered items categories require special permission granted by eBay, which will definitely take some time.
