get Rate Limits

Hello,

I'm using "developer/analytics/v1_beta/rate_limit".
Rates do not reach their limits.

Rate_limit stops returning rates after 4639 of the limit of 5000 are left with an error of 204.
The previous value for 1 hour was 4750/5000.
The previous value for 2 hours was 4899/5000.
What could be the problem?

rate_limit started working again after 1 hour  with a rate of 3850/5000.
