how many days should we wait for the list up my first item after create the account?

First you get a business license because your government requires one to sell on eBay.

Next you must link a Payoneer account to eBay.

Payoneer lets you know right away when you're  sucessfully linked. Then after successfully linking it takes eBay 2-4 weeks to activate your selling account. You'll get an email from eBay when you're all set.
