Anyone recognize this small doll dress?

It's a light blue dress, swiss dot with lace trim and snap closure. It's about 4" from neck to hem.

I got that and the panties off of a Suzie Sad Eyes doll. Not sure if it was original to her or not.

The little dress and undies appear to be made of vintage fabric and trim. Since both pieces are entirely hand-stitched (in a basting stitch manner at that) I would say the outfit was homemade, rather than factory made.
