My selling ID has an item currently listed as a BIN, which she would really like to sell. (I know, surprise, surprise!) So she decided to send a reduced-price offer.
The listing shows there are three (3) watchers. When I click the "Send Offer" button, the dialog box shows me there is only one (1) "interested buyer." I thought the "Send Offer" would be sent to all three watchers.
That's what happened earlier this year, when I sent a reduced-price offer on an item with two (2) watchers: the offer went to both of them.
If there are in fact three watchers, I want this offer to go to all three of them. Seems only fair.
Why would the "Send Offer" box show only one "interested buyer" if there are three watchers?

Not all watchers are eligible to receive offers. Some may have opted out of offers, or may have already received a previous offer.
