How can I speak to a human being to resolve removal of negative feedback?

Buyer is remorseful for leaving negative feedback. He is new to Ebay. Item was replaced and he's satisfied with transaction but negative feedback can't be removed and I can't speak with a human to address the problem

You don't have any negative feedback, but if the buyer is willing to revise the neutral feedback, you can send him a Feedback Revision Request using the option next to the feedback on the right.
