The dish has what it termed 'counter enameling' on the exterior (bottom) to prevent damage to the interior design during firing, where the vase doesn't need it because of shape. The floral design if relative common on the older pieces - probably early to mid 20th century. Yes, it is commercial, tourist, decorator category.
