having a hard time creating a basic eBay store

I want to open a Basic eBay store, but when I go to that page there is a message saying I don't have a valid payment account set up and there is some information missing.  I have entered 2 bank account debit cards, but I still get this notice and it won't let me open a store.  I haven't sold any items on eBay yet.  Is this why I keep getting this message?  Im stumped.  Help!

Have you enrolled in Managed Payments, connecting your bank checking account?

You don't need a store to start selling. Start small & slow, sell some inexpensive items to start & grow from there.
