If you have a wholesaler that will ship for you, then yes.
If you list here, then buy from Amazon, Walmart or other online retailer, then no.

Do you mean Drop Shipping? And if you do then Yes. it is allowed. No special tools, but better be reliable, because your selling ability depends on your feedback, cases, and returns.

More details please. What are you planning to do or what is it that you want to do? I'm not asking you to tell us your vendor or vendors. Just a better idea of what it is you are wanting to sell and in what fashion.

Drop shipping is an excellent way to destroy your account if your supplier is not on top of their game. A couple of "out of stock" defects, and you're done. Be careful and keep a few of whatever you are drop shipping on hand to cover any errors from your supplier.

In drop shipping you have a contract with your supplier. You use his pictures and descriptions but you may never actually see what you are selling.
The seller pictures and describes the item. You have no control
The seller packages for shipping. You have no control.
The seller chooses the shipping method You have no control.
The shipping service chooses the delivery time. You have no control-- but then no seller does.
If there is damage in shipping, you are responsible,
If the item is Not As Described, you are responsible.
If the item must be returned ,you are responsible for the cost of tracked return shipping.
If the buyer leaves negative or neutral feedback, it is on your account.
If the buyer wins a Dispute, it is on your account.
Sell what you know, and know what you sell.
Never sell anything you do not have in your own hands.
